FSM Advances Sustainable Ocean Management Through Annual PROPER Project Meeting

Yap FM - On Friday, August 21st, FSM Norma highlighted key outcomes from the Annual PROPER Project Meeting held in Kosrae, bringing together FSM national and state leadership, project coordinators, and technical experts to strengthen collaboration and advance sustainable ocean management across the nation.


Representing Yap State were Constantine Gilbeengin of the Environmental Protection Agency and John Farapin of the Yap Fishing Authority. Their participation contributed to the continued coordination of state priorities and the integration of local perspectives into the project’s multi-year planning process.


The weeklong meeting focused on aligning strategies, reviewing proposed multi-year budgets and activities, and finalizing key agreements to support effective and timely project implementation. Discussions emphasized ensuring that project investments directly benefit local communities while strengthening economic resilience, protecting marine ecosystems, and improving coastal fisheries.


Funded by the World Bank, the Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER) supports the FSM states in implementing initiatives that promote sustainable ocean management and strengthen community and economic resilience.


To further improve implementation, delegates formally adopted a modernized implementation strategy designed to enhance operational efficiency, accelerate project timelines, and address administrative challenges between national and state teams.


The meeting concluded with consensus on the proposed priorities and the integration of community feedback into the multi-year plan, providing a clear and coordinated path forward for implementation.


The next stage of the work plan is scheduled to take place in Chuuk in January, where stakeholders will review progress, address emerging priorities, and continue working together to advance the objectives of the PROPER project throughout the Federated States of Micronesia.
