Yap FM - On October 8, 2025 the 11th Yap State Legislature held the 28th Session Day of the 3rd Regular Session at the Yap State Legislature Chamber. In attending was the Speaker, Nicholas Figirlaarwon, Vice Speaker Theodore (Ted) Rutun, Floor Leader Terrence Fong, Senator John Mafel, Senator VIctor Bamog, Senator Anne-Marie Laamar, Senator John Taweryan, Senator Pius Talimeisei, and Senator Liyon Sulog.
They adopted the 24th, 25th, 26th, and 27th Session Day Journal of the 3rd Regular Session. They introduced Bill No. 11-178: A Bill for an Act, to amend Yap State Law No. 11-130, FY2026 General Fund Budget, by amending the Title and Section 1 to appropriate the additional sum of $287,047 from the Yap State Fiscal Year 2026 financial estimates in General Fund for the purpose of making corrections to the funding of government operations, programs and projects in the State of Yap during Fiscal Year 2026, by amending Section 4 to re-instate quarterly reporting requirements, and Bill No. 11-179: A Bill for an Act, to appropriate the sum of $14,480,720 from the Yap State Fiscal Year 2026 Compact Sector financial estimates for the purpose of funding government operations, programs and projects in the State of Yap during Fiscal Year 2026.
They deliberated reports of the standing committee including Standing Communications Report No. 11-167: Submitted by the Committee on Finance recommending passage of Bill No. 11-179 on first and second reading in its original form, and Standing Communications Report No. 11-168: Submitted by the Committee on Government, Health and Welfare recommending passage of Bill No. 11-160 on first and second reading in its original form.
Lastly they adopted the Bill Calendar which includes Bill No. 11-152: For Second Reading, A Bill for an Act, to appropriate the sum of $235,126.10 from the Special Revenue Fund of the State of Yap for the purpose of providing Infrastructure Maintenance Funds (IMF) for certain government repair and renovation projects during Fiscal Year 2025, Bill No.11-153: For the Second Reading, A Bill for an Act, to appropriate the sum of $78,114.67 from the General Fund of the State of Yap for the purpose of providing funding to fund government project, Stairway from Election Office to Public Park, during Fiscal Year 2026, Bill No.11-176: For the Second Reading, A Bill for an Act, to appropriate the sum of $41,242.96 from the Special Revenue Fund of the State of Yap for the purpose of funding the Yap Maternal and Child Health program in the Department of Health Services starting Fiscal Year 2025, Bill No. 11-177: For the Second Reading, A Bill for an Act, to appropriate the sum of $80,000 from the General Fund of the State of Yap for the purpose of providing funding to fund the updating and publication of the Yap State Code for the initiation of the Yap State Code Commission account in Fiscal Year 2026, and Bill No. 11-179: For First Reading, A Bill for an Act, to appropriate the sum of $14,480,720 from the Yap State Fiscal 2026 Compact Sector financial estimates for the purpose of funding government operations, programs and projects in the State of Yap during Fiscal Year 2026, and Bill No. 11-160: For First Reading, A Bill for an Act, to amend Title 3 of the Yap State Code by amending Section 158 concerning the vacancy in the Office of the Governor and Lieutenant Governor, by adding a new Section 159 concerning the succession in the Office of the Lieutenant Governor.
